## What it does [#what-it-does]

Triage a captured weak observation: promote it to a proposal (linked as observation evidence — the proposal names the capture it came from), promote it onto a work item (an append-only trail entry names the capture), or merge a duplicate into its surviving twin. The capture row is NEVER consumed: it stays queryable with its provenance chain intact, and a merge deletes nothing.

## When to use it [#when-to-use-it]

**Use when:** a capture earned promotion — "turn that capture into a proposal" · "attach that capture to this work item" · "these two captures are the same observation, merge them"

**Also use when:** cleaning the triage inbox without losing provenance — every action keeps both rows readable

## When not to use it [#when-not-to-use-it]

the capture should be dismissed or marked stale — those are state transitions on the capture itself, not relationship writes; or you want to DELETE a capture — triage never deletes (provenance is the point)
