## What it does [#what-it-does]

The change-set LIFECYCLE: group work items with a proposed Specbook delta into ONE reviewable object, add/remove members, record deltas, drive state (draft -> proposed -> approved -> applied).

## When to use it [#when-to-use-it]

**Use when:** "group these changes into one review" · "propose this change set" · "approve this change set"

**Also use when:** several work items should be reviewed and applied together rather than one at a time

## When not to use it [#when-not-to-use-it]

ONE work item on its own — use strata19.manage\_work\_item; a change set GROUPS work items plus a spec delta, it does not replace the work item itself
