## What it does [#what-it-does]

The free-tier "is this project converged" question, computed entirely over local `state.db` — 3 of the 6 hosted convergence conditions (implementationComplete, noDrift, noProtocolViolations), the other 3 always reported `degraded` with a concrete reason (criterionCoverage, guardCoverage, noSecurityViolations — no local table can answer them; see `degradedReasons`). Also surfaces `unreviewed`: subjects the convergence\_invalidation ledger recorded as changed since convergence was last computed. Recomputes only when the ledger shows something dirty since the cached answer (`cacheHit` discloses which happened).

## When to use it [#when-to-use-it]

**Use when:** "am I done" · "is this converged" · "did anything change since I last checked convergence" · "is WI-114 implementable" (pass scope: "work\_item:WI-114")

**Also use when:** strata19.get\_project\_status returned convergence.status "unavailable" because the premium living graph is not configured — this is the local fallback its blockers now point to

## When not to use it [#when-not-to-use-it]

you need the full 6-condition premium verdict (criterion/guard/security coverage included) — those need STRATA19\_API\_KEY and the living graph; this tool cannot answer them, only disclose that it cannot
