## What it does [#what-it-does]

Record a governed choice, and — the moment a NEW decision replaces an OLD one — mark the old one superseded and find everything that depended on it (Library artifacts, and what they in turn inform) so it shows up stale, with the new decision named as the reason. Also lists/gets/archives decisions and resolves a stale dependant once it has been addressed.

## When to use it [#when-to-use-it]

**Use when:** "we decided to use X instead of Y" · "that earlier call is out — we are doing Z now"

**Also use when:** action="supersede" — the SAME call records the new choice AND retires the old one; never issue two separate calls for this

## When not to use it [#when-not-to-use-it]

the choice has not actually been made yet — this is a durable record, not a proposal
