## What it does [#what-it-does]

The first-run briefing: what this repository is built out of, read from the local index rather than guessed. Frameworks WITH resolved versions (and how each version was resolved), conclusions explicitly labelled provisional while indexing and confirmed once the walk is complete, the detector patterns that match this stack (with undecidable ones kept undecidable), raw findings folded into proposals, and one recommended default per role slot. `skip` accepts those defaults and records them as decisions.

## When not to use it [#when-not-to-use-it]

you want the findings themselves rather than proposals folded out of them — use the finding tools; or a full endpoint/route inventory — use strata19.endpoint\_inventory. This tool never builds an index: if nothing is indexed it says so rather than starting a build.
