## What it does [#what-it-does]

The adaptive verification plan for one changed file: its ordered steps (change impact, tests, spec check, findings check, and — with a workItemId — declared-scope check), each naming the real mechanism behind it, whether the plan escalated to a full run and the measured reasons that fired, and the targeted-vs-total test file counts (so a skipped test reads as skipped, never as passed).

## When to use it [#when-to-use-it]

**Use when:** "what will verifying this file actually run" · "why did this escalate to a full test run" · "how many tests does this targeted plan cover, out of how many total"

**Also use when:** showing the plan BEFORE running it, so a person can tell a thorough pass from a shallow one before trusting a green verdict

## When not to use it [#when-not-to-use-it]

you want the verdict of an already-completed verification — use strata19.verify\_implementation for that; this tool only plans, it never executes a test or a gate
