## What it does [#what-it-does]

Local branches for this repository (`git branch`), so a base/head ref range can be picked from a real list instead of hand-typed. Local only — no `gh`, no network, no auth needed. Reports a TYPED `unavailable` reason (not a git repository, or a git error) rather than an empty list when the list itself could not be produced.

## When to use it [#when-to-use-it]

**Use when:** building a base/head ref picker, or "what branches exist in this repo"

**Also use when:** before strata19.review\_pull\_request with an explicit base/head ref range rather than a PR number

## When not to use it [#when-not-to-use-it]

you need REMOTE branches not yet fetched into this clone — this only lists local refs
