Reads every packaged SKILL.md under plugins/strata19/skills/ and reports its name, description, and the façade tools that name it in their tool-projection-registry.ts skillOwners field — the ownership tracking that already existed but had no reader.

**Use when:** "what skills are installed" · "what does this skill teach" · "which tools does this skill own" · "show me the skills catalog"

**Also use when:** building a Settings surface that lists installed skills, since this is the only tool that reads the shipped SKILL.md set

you want to enable/disable a skill — no such action exists yet; this tool is read-only by design
