## What it does [#what-it-does]

Cursor-only poll of the durable `surface_events` log. Returns `{latestSequence, changedSubjects}` — NEVER payloads, never row bodies. A view that sees its own `subject.kind` refetches.

## When to use it [#when-to-use-it]

**Use when:** "has anything changed since I last looked" · "refresh the panel" · "is there anything new"

**Also use when:** a widget wants to converge after a `notifications/resources/updated` push, or as a fallback when the host does not push

## When not to use it [#when-not-to-use-it]

the widget needs the event body itself — call the subject-specific tool instead, e.g. `strata19.hq_view`
