## What it does [#what-it-does]

Read nodes/edges from the local code graph — a flat `kind` request, a versioned grammar query with predicates/traversal/sort/limit, or a saved `catalogId` query. Traversal reaches both directions (`edgesFrom` outbound, `edgesTo` inbound). Two root kinds read `.strata19/code-intel.db`: `edgeResolutionSummary` (how much of the graph rests on a guess vs is import-proven) and `unresolvedSites` (refusals the resolver recorded rather than guessed at). Both report `state: "not-indexed"` when that index was never built rather than a fabricated empty result. `nominalSubtypes` (requires `filePath` + `symbolName`) returns every class that TRANSITIVELY extends or implements a type — stored heritage edges are direct-only, so a one-hop `edgesTo` cannot answer it. It is NOMINAL: a class matching an interface structurally, with no `implements` clause, is correctly absent.

strata19.get\_local\_graph\_status reports build.state = "never-built" — call strata19.local\_project\_manage (action: build\_graph) first, because zero rows there is UNMEASURED, not empty; or you want an aggregate SNAPSHOT not rows — use strata19.get\_local\_graph\_status
