## What it does [#what-it-does]

Report something you noticed mid-task, under scope discipline: by default it is captured and you continue (the work item is untouched); when you declare the discovery blocks completion of the current work item, it is surfaced immediately — the origin run stops at 'waiting' (the needs-you surface reads exactly that status) with the blocking capture stamped on the Run record, so what stopped the run and why is queryable.

## When to use it [#when-to-use-it]

**Use when:** you noticed something while working a work item and need the discipline enforced, not just remembered: "noticed this, staying in scope" (default) · "this blocks the current work item — surface it and stop" (blocksCompletion)

**Also use when:** the harness was instructed (strata19-scope-discipline skill) to persist unrelated discoveries as captures and continue, and needs the one call that does exactly that — or its blocking exception

## When not to use it [#when-not-to-use-it]

the observation is a plain capture with no discipline question — strata19.capture is the cheaper, never-blocking call; or the discovery is already a located finding — use the finding tools
