Enumerates run KINDS this project tracks (action "list\_kinds": routine/specbook/progress, each with a real count) or lists the rows for one non-routine kind (action "list\_runs", kind "specbook" | "progress"). Routine runs are served by strata19.automation\_run (actions list\_resumable/list\_history) — this tool never duplicates those rows, only their count for the kind selector.
