## What it does [#what-it-does]

Set the project's write authority — the gate the tool dispatch path consults before allowing write-side tools. 'propose' rejects every non-read tool; 'apply' allows everything. Default 'apply'; persists in state.db across restarts.

## When to use it [#when-to-use-it]

**Use when:** "switch to propose mode" · "lock this session to reads only" · "let me write again"

**Also use when:** before a planning-only phase (set "propose"), and when planning ends (set back to "apply")
