## What it does [#what-it-does]

Read and change plugin settings, including the spend and effort ceilings. Settings resolve by precedence: environment variable beats stored setting beats built-in default, and every value reports which tier it came from.

**Use when:** "raise the spec generation budget" · "what is my budget set to" · "why did generation abort" · "show me every setting"

**Also use when:** a tool refused because a ceiling was hit and you want to raise it rather than narrow the work

## When not to use it [#when-not-to-use-it]

setting a model API key — credentials are never stored here; use STRATA19\_MODEL\_KEY or \~/.strata19/credentials.json
