## What it does [#what-it-does]

RECORD (or remove) a spec-to-code link. Defaults to tier "human": a confirmed link promotes that chunk to "evidenced" — the human half of "a T0 deterministic match OR a ratified human link".

## When to use it [#when-to-use-it]

**Use when:** "I confirmed this code implements this spec" · "ratify this link"

**Also use when:** a human reviewer verified the link

## When not to use it [#when-not-to-use-it]

the link is model-proposed/unconfirmed — T1 links come from spec\_generate/spec\_sync; or the user only wants to READ evidence — use spec\_view, which cannot write
