## What it does [#what-it-does]

Declare the app a QA campaign will test (name, base URL, local/staging/production class, how to start it) and check that it is reachable. Strata19 never starts your app: an unreachable target is refused with `target_unreachable` and the exact start instruction. A production-class target is refused unless the bootstrap safety answer admits production. Targets never hold a secret.

## When to use it [#when-to-use-it]

**Use when:** "test my app with a campaign" · "declare [http://localhost:3000](http://localhost:3000) as the target" · "is my app up" · "what targets are declared"

**Also use when:** a run\_tester step names a target and you need to know whether it is declared and reachable
