Author a routine

Use the automation authoring composite rather than calling internal draft tools directly:

1. Create an unpublished draft with a workflow key, actions, and edges.
2. Update the draft until every node has valid inputs and every edge resolves.
3. Validate reachability, graph bounds, and action contracts.
4. Dry-run to see which actions dispatch, which report unsupported, and which require approval.
5. Obtain a real human decision for publication or gated steps.
6. Publish an immutable version.
7. Start a run separately, then advance it through pending actions.
8. Read receipts before declaring completion.

Published versions do not mutate. Create a new draft and version for behavioral changes. Failed steps preserve earlier receipts, and resumable runs should continue from the pending action after a restart.
