The local project layer

The Strata19 plugin sits beside the coding agent. It keeps project state durable across conversations and exposes a curated MCP surface rather than requiring a model to rediscover the repository from raw files every time.

Its major capability groups are:

• Orientation: project status, current reality, and implementation context.
• Code intelligence: symbols, references, routes, middleware, persistence paths, tests, exceptions, coupling, and change risk.
• Findings and verification: deterministic detectors, evidence, remediation, and a changed-scope done gate.
• Work and decisions: work items, tasks, checkpoints, decisions, inquiries, and readiness.
• Specbook: generated proposals, synchronization, views, and evidence links.
• Library: reusable project knowledge, captures, links, proposals, and ingestion.
• Routines: versioned workflow definitions, approval gates, resumable runs, and receipts.

The installed host may advertise a smaller projection than the full internal registry. Use the host's tool list as the authority for what that session can call.
