What it does
AUTHOR a routine DEFINITION: browse, create/edit/clone/diff/archive, validate, dry-run, publish immutably, or revoke. Publishing is not activation.
When to use it
Use when: "show me the routines" · "do we have an automated workflow for this" · "draft/validate/publish"
Also use when: before writing a script by hand, or iterating a draft
When not to use it
you want to RUN a routine — use strata19.automation_run action start; or authorize its human_gate actions — use strata19.automation_approvals
