What it does

Submit something you found — a routine step, an audit, an in-progress turn — to the attention policy. State the raw facts (severity, confidence, whether it blocks something, what authority resolving it needs); the policy decides silent/badge/queue/interrupt/block, you never choose the level yourself. Writes a real finding (via author_finding) so it queues and notifies identically to a detector finding.

When to use it

Use when: "raise this now" · "this is urgent, surface it" · a routine step that found a real problem mid-task

Also use when: you want the resulting attentionLevel in the same call, not just a filed finding

When not to use it

you already know this should just be a normal finding with no urgency signal — use strata19.author_finding directly
