What it does
The work-route lifecycle: propose, decide, dispatch, wait, release, mark_failed, get_receipt — each authorized by the route's own binding check.
When to use it
Use when: "route this work item" · "send this to a different conversation thread" · "this route failed" · "why was this routed here"
Also use when: a route needs a state change
When not to use it
the question is about the work item itself, not its routing (strata19.manage_work_item), or about what to do next (strata19.get_next_task)
