What it does

Start a long-running action asynchronously and return a job handle for polling.

When to use it

Use when: "run this in the background" · "it keeps timing out" · "start it now and check back later" — the action may exceed the host call timeout (e.g., compute_change_impact, verify_implementation on large repos).

Also use when: you want to start work and check results later without holding the connection open.

When not to use it

the action is fast (<30s) — use the synchronous tool directly.
