Expert tool
What it does
List, generate, accept, dismiss, or mark-not-useful recommendations. Generation is explicit, never automatic; accepting creates exactly one suggested work item after confirmation. Stale/unverifiable recommendations report as typed stale, never fabricated.
When to use it
Use when: "what do you recommend" · "generate a recommendation" · "accept that suggestion" · "dismiss that"
Also use when: a recommendation inbox loads
When not to use it
the user wants canonical work items directly — use manage_work_item; recommendations are proposals, not confirmed records
