Composite member tool
What it does
The Library LINK graph: add/remove a typed link from an artifact to a work item, finding, spec node, or file, plus the reverse lookup of what links TO a target.
When to use it
Use when: "link this note to the auth spec" · "what links to this work item"
Also use when: before changing a record
When not to use it
you want to browse/read artifacts — use strata19.library_read (its get already returns outgoing links); or the link would change canonical intent — use strata19.library_manage action promote
