strata19.ensure_ready

What it does

One-call status: is the code index present, is the specbook present, and if either is missing, the exact next tool to call. Reads the filesystem only — always free.

When to use it

Use when: "is this repo set up" · "is the index built"

Also use when: right after strata19.get_spec_context returns empty — confirms "no specbook yet" vs "nothing matched"

When not to use it

the answer is already known — strata19.get_spec_context surfaces the same note inline
