Everyday tool
What it does
WRITE to the Project Library: create, edit, archive/restore, capture an excerpt, propose or review a Specbook promotion (human-only), or sync. Never silently changes the Specbook.
When to use it
Use when: "save this note" · "capture what the model said about X" · "approve this promotion"
Also use when: supporting knowledge worth keeping is produced
When not to use it
read-only ask — strata19.library_read; canonical project intent — strata19.spec_manage; or linking an artifact to another record — strata19.library_links
