strata19.change_set_manage

What it does

The change-set LIFECYCLE: group work items with a proposed Specbook delta into ONE reviewable object, add/remove members, record deltas, drive state (draft -> proposed -> approved -> applied).

When to use it

Use when: "group these changes into one review" · "propose this change set" · "approve this change set"

Also use when: several work items should be reviewed and applied together rather than one at a time

When not to use it

ONE work item on its own — use strata19.manage_work_item; a change set GROUPS work items plus a spec delta, it does not replace the work item itself
