When to use it
Use when: "set up strata19 here" · "point this at my repo" · "connect to this project"
Also use when: the first Strata19 call of a session, before any other tool, or whenever the working repo changes
When not to use it
this repo is already bound this session — re-binding is harmless but adds nothing new
