What it does

WRITE actions for the local specbook: generate a whole layered specbook from the code (expensive, spends model budget), sync an existing one to a git diff (cheap), or apply one sync proposal a person has already reviewed.

When to use it

Use when: "document this codebase" · "generate specs from the code" · "the specs are out of date"

Also use when: get_spec_context comes back empty for a repo with real code

When not to use it

the user only wants to READ specs — use get_spec_context or spec_view
