READ the Project Library — notes, research, design references kept with this repo. browse (list/search), get (one artifact), list_proposals (review state).
When to use it
Use when: "show me the library" · "find research about X" · "show me artifact X"
Also use when: context-assembly needs to explain why an artifact was included
When not to use it
you want repo files (list_files) or specs (get_spec_context/spec_view); to WRITE the Library — strata19.library_manage; or the LINK graph for an artifact — strata19.library_links
