What it does
Read nodes/edges from the local code graph — a flat kind request, a versioned grammar query with predicates/traversal/sort/limit, or a saved catalogId query. Traversal reaches both directions (edgesFrom outbound, edgesTo inbound). Two root kinds read .strata19/code-intel.db: edgeResolutionSummary (how much of the graph rests on a guess vs is import-proven) and unresolvedSites (refusals the resolver recorded rather than guessed at). Both report state: "not-indexed" when that index was never built rather than a fabricated empty result. nominalSubtypes (requires filePath + symbolName) returns every class that TRANSITIVELY extends or implements a type — stored heritage edges are direct-only, so a one-hop edgesTo cannot answer it. It is NOMINAL: a class matching an interface structurally, with no implements clause, is correctly absent.

When not to use it
strata19.get_local_graph_status reports build.state = "never-built" — call strata19.local_project_manage (action: build_graph) first, because zero rows there is UNMEASURED, not empty; or you want an aggregate SNAPSHOT not rows — use strata19.get_local_graph_status
