What it does

Declare the app a QA campaign will test (name, base URL, local/staging/production class, how to start it) and check that it is reachable. Strata19 never starts your app: an unreachable target is refused with target_unreachable and the exact start instruction. A production-class target is refused unless the bootstrap safety answer admits production. Targets never hold a secret.

When to use it

Use when: "test my app with a campaign" · "declare http://localhost:3000 as the target" · "is my app up" · "what targets are declared"

Also use when: a run_tester step names a target and you need to know whether it is declared and reachable

When not to use it

you want to start the app or sign in to it — Strata19 does neither from this action
