What it does

The subset of the review inbox worth a notification — each item carries the attention level (badge/queue/interrupt/block) the project policy assigned it, derived from severity, confidence and required authority. Silent items are omitted.

When to use it

Use when: "what needs my attention" · rendering the notifications bell/list

Also use when: checking whether the current Stop-hook gate mode would let an item interrupt

When not to use it

you want the FULL pending list including silent items — use strata19.review_inbox
