strata19.get_write_authority

What it does

Read the project's current write authority. Confirms whether a session is in plan mode before a write call the dispatch path would otherwise reject.

When to use it

Use when: "are we allowed to make changes here, or is this session read-only" · "am I in propose mode"

Also use when: after set_write_authority, to confirm it took effect

When not to use it

you already know the authority and just need to change it — call strata19.set_write_authority directly
