What it does

The local spec-ITEM + spec-to-code-MAPPING ledger: record/read spec items and which code maps to which.

When to use it

Use when: "record this as a spec item" · "map this code to that spec item" · "is there drift"

Also use when: an ingestion pipeline persists an authored spec item or mapping for local convergence to see

When not to use it

the Specbook prose document itself (reading, generating, syncing) — use strata19.get_spec_context / spec_view / spec_manage instead
