Blast radius for a file or symbol: what imports it, what it imports, and which drifted from spec — the FIRST call once a target is named, a basic in/out edge list.
When to use it
Use when: "what breaks if I change this" · "what depends on this" · "what might break"
Also use when: before risky work, or any rename/signature change
When not to use it
a trivial leaf edit with no importers; or you want a DEEPER follow-up on this target (test impact, breaking-change risk, component semantics) — use project_intelligence
