What it does

Wire-level reachability hook for the underlying listIntents (message-delivery-store.ts). Internal-only.

When to use it

Use when: "show me every pending delivery" · "list intents by state"

Also use when: a review of the delivery pipeline is needed and the caller wants the full backlog before deciding the next action

When not to use it

you already know the actionKey — use strata19.host_get_intent for the single-intent lookup
