What it does

Create/track Tasks — what the system needs FROM THE USER: a credential, a decision, a review/approval, or a connected account.

When to use it

Use when: "I need your Stripe key" · "we're waiting on the client to decide X" · "please review this spec"

Also use when: the moment an agent needs one of these to keep going

When not to use it

the work is engineering an agent can do itself — use strata19.manage_work_item; or it belongs in an EXTERNAL tracker — this is the LOCAL task store only
